The City’s Basement Flooding Protection Subsidy Program has been around since 2007, and it exists to help property owners install devices that reduce the chance of water getting into the basement during major weather events.  

Council-approved changes tied to the 2026 budget are scheduled to take effect May 1, 2026. 

When Installing a Sump Pump is a Smart Move 

Not every house needs a sump pump, but the ones that do benefit tremendously. A sump pump is usually worth discussing when the issue is groundwater around the foundation or a weeping tile setup that is not doing its job properly.  

The City says damp basement corners can be a sign that your weeping tiles may need repair or replacement, and if those weeping tiles are connected to the sewer system, it recommends disconnecting them and installing a sump pump and/or backwater valve. If you are not sure how your home is set up, the City’s advice is simple: have a licensed plumber assess it.  

What a Sump Pump Does 

In simple terms, a sump pump moves collected groundwater away from your home before it has a chance to sit around the foundation and find a way in. For the system to work, you need a properly sized pump that takes water from the weeping tile system and sends it outside, ideally onto a permeable surface at least two metres from the foundation wall.  

It’s worth noting that sump pumps will lose power during severe storms, which is why battery backup is more than a nice extra. It can be the difference between a nice yet useless system and a system that works when you need it the most.

What the 2026 Sump Pump Rebate Covers 

City Council adopted an expansion of the program in late 2025, and the approved changes are scheduled to take effect May 1, 2026. Those changes increase the overall maximum per property to $6,650, add a new subsidy for a home plumbing assessment, extend the application period from one year to two years, and add support for sump pump battery backup. The report behind the change sets the enhanced sump pump support at up to $2,250 for the pump plus $300 for a permanently connected battery backup system.  

Coverage Summary 

As of May 1, 2026, the updated Toronto program increases include: 

  • Up to 80% of the sump pump installation cost, to a maximum of $2,250.  
  • Up to $300 for a permanently connected battery backup for the sump pump.  
  • Up to $500 for a home plumbing assessment.  
  • Up to $1,500 for a backwater valve installation.  
  • Up to $2,500 for foundation drain pipe capping, when eligible.  
  • A new maximum of $6,650 per property across eligible flood-protection work.  
  • Extended application window from one year to two years after installation. 

How Homeowners Can Qualify 

To qualify for the subsidies, homeowners need to make sure both the property and the work itself meet the City’s requirements.  

You will generally need: 

  • A single-family home, duplex, triplex, or fourplex residential property  
  • downspouts disconnected from the sewer system, unless the City has granted an exemption  
  • any front-yard paved areas to comply with current zoning requirements  
  • installation completed by City-licensed contractor(s)  

It is also worth noting that funding is limited. The program is offered on a first-come, first-served basis and depends on annual funding, so it helps to have the plumbing assessment, scope of work, and paperwork handled properly from the start.
